The software is available, but it's nowhere specified if it's working with Windows 10 or not. I have searched on the official website, but I couldn't find anything about it, just the detail saying that's compatible with Windows and that's it. No versions are listed to be compatible with this application. If you have the application, then the only way is to test it. Right click the setup package then go to Properties > Compatibility > Windows 7 / Windows 8.
Choose Run as Administrator as well from the same window and then try launching it.
